The main role of the Institutions and Control Branch is to provide the necessary facilities for the staff to maintain the optimal machinery in the areas of educational development, school administration and planning. This division administers all the pending corporate affairs related to the appointment, transfer, release, retirement of staff and their services in the region.

Role of Institutions and Governance Sector

  • Making recommendations to the Provincial Director of Education on teacher utilization and inter-regional teacher transfers in regional schools.
  • Convening teacher transfer boards, holding meetings and making recommendations
  • Giving recommendations for transfers of all officers in the Principal’s service
  • To prepare and regulate the duty lists of officers and staff of the Zonal Office and other related educational institutions.
  • Maintaining personal files of teachers, principals, education officers and non-academic staff. (Salary Increments, Foreign Leave, Extension of Service, Retirement Files, Sanction of Credit, Recommendation for Promotion, Approval of Duty Leave, Maternity Leave and Special Sick Leave, Grant of Annual Increment, Confirmation, Transfers, Disciplinary Proceedings , …..)
  • Making arrangements for staff payments, overtime, daily wages, holiday wages, settlement of all bills, issuance of railway licenses etc.
  • Giving relevant recommendations/approval for advances, loans, accident insurance
  • To deal with the transfer and release of non-academic staff working in the education zone
  • Recommending the annual grants of Piriven and carrying out the organizational work of the staff of Piriven.
  • Recommending piriven registration and recommending for appointment of piriven teachers, submission of proposals.
  • Conducting legal activities such as court affairs, human rights complaints, petition committees, advisory committee questions, etc.
  • Carrying out internal disciplinary control activities and investigations
  • Providing facilities for disciplinary investigations
  • Organizing and implementing staff training programs
  • Maintenance and development of office physical resources
  • Carrying out all activities related to the provision and maintenance of facilities such as water, electricity and telephone for schools, divisions, zonal offices and other institutions.
  • Carrying out activities related to the control of government offices and vehicles
  • Managing Petty Cash Advances
  • Dealing with daily mail
  • Activities related to maintaining archives
  • Reception counter, internal communication and carrying out activities related to the implementation of organizational effectiveness concepts
  • Conducting internal evaluation of matters related to institutions and governance
  • Perform other duties as assigned by the Regional Education Director from time to time
